SAP GTS needs user, document, and deployment scope
SAP's current Global Trade Services page lists price-on-request private-edition offers measured by users, a co-deployment prerequisite, and a customs-connection add-on measured by documents per year. Buyers need one commercial schedule that keeps those units, environments, connections, services, and pass-through costs separate.

Define the user population before comparing price
The direct buyer answer is that a user metric needs an agreed population and measurement rule before it can support a commercial comparison. SAP's page defines a user as an individual authorized to access the cloud service and lists price on request. A schedule should identify named, concurrent, occasional, read-only, technical, service, support, broker, consultant, testing, emergency, and administrator access; legal entities and affiliates; environments; geographic scope; and the events that add, remove, suspend, or reclassify a user. Do not divide an undisclosed quote by an assumed headcount. Record the baseline and peak populations, expected growth, transfers, contractors, shared-service teams, separation rules, audit method, true-up timing, minimum blocks, renewal treatment, and disputed-count process. Keep access licensing separate from the authority to classify, screen, file, release, override, administer, or approve a trade decision. A commercial user count does not establish segregation of duties or lawful transaction authority.
Keep deployment choices and prerequisites explicit
SAP lists a private-edition offer and a co-deployment private-edition option, with one edition of RISE with SAP, Private Edition identified as a prerequisite for co-deployment. The commercial record should preserve the selected edition, hosting and operational model, prerequisite subscriptions, landscapes, tenants, regions, disaster recovery, nonproduction environments, connectivity, identity services, security responsibilities, maintenance, upgrades, support, data residency, and exit path. A prerequisite owned under another agreement should remain visible rather than being treated as a zero-cost feature of the GTS quote. [1]
Implementation scope also needs its own schedule: discovery, process design, rule and master-data migration, interfaces, customs and broker connections, testing, validation where applicable, training, cutover, hypercare, partner services, travel, change requests, and ongoing administration. Separate included services, optional services, customer work, partner work, and third-party dependencies. A price-on-request page establishes neither a customer's architecture nor the effort required to operate it.
Meter customs documents without hiding exceptions
The page lists a customs-connection add-on in blocks of 1,000 documents per year. A buyer should define a document for each covered flow: draft, transmitted declaration, message, amendment, cancellation, response, attachment, broker handoff, authority acknowledgment, rejected submission, retry, test record, duplicate, archived record, and cross-border copy. Record the countries, authorities, brokers, ports, message types, procedures, and environments included and what occurs when a connection or authority changes. [1]
Forecast normal volume, seasonality, growth, corrections, rejection rates, re-filings, fallback paths, test traffic, and retention. Require usage reporting that reconciles counted documents to source business events without exposing sensitive trade data beyond the approved purpose. A failed transmission or repeated correction should remain operationally visible even if commercial counting treats it differently. The price unit must not encourage teams to suppress a required correction or route unmeasured work outside governed controls.
Build a comparable total-cost schedule
A representative comparison should model current and peak users, the chosen deployment, prerequisite subscriptions, two nonproduction environments, several customs jurisdictions, broker connections, annual document volumes, correction scenarios, interfaces, migration, implementation, support, upgrades, and exit. Mark each line included, separately quoted, metered, pass-through, customer-owned, partner-owned, unavailable, or unresolved. Preserve currency, taxes, price validity, indexation, term, auto-renewal, minimum commitment, ramp, overage, credits, termination, and transition assistance.
SAP's official page supports the attributed pricing metric, price-on-request status, private-edition and co-deployment listings, prerequisite, auto-renewal language, and customs-connection document block. It does not establish a customer quote, entitlement, architecture, jurisdiction coverage, implementation, usage, total cost, savings, compliance, customs acceptance, or outcome. This pricing-status decision is distinct from the existing SAP GTS work-list article, which governs function-specific operational state lineage rather than commercial units and deployment scope. [1]
Enterprise buyer test
Translate this change into the exact population, record type, workflow stage, decision owner, effective date, and evidence that could be affected. Ask current or prospective providers to demonstrate the named workflow with representative data and an exception—not a polished feature tour. Record what official documentation establishes, what a provider states, what the team observes, and what remains unresolved.
A defensible review also identifies the dependency outside the product. Authority interpretation, policy configuration, data quality, integrations, human judgment, approval rights, release governance, training, and retained evidence may remain customer or service responsibilities. The evaluation should preserve those boundaries instead of treating a technology claim as the complete operating model.
